Narrative:

During takeoff and landing practice with a CFI applicant small transport operating as XXX reported southeast of ipt. Tower told small transport to report 3 mi final and advised of small aircraft in right hand pattern for touch and goes on runway 30. Wind was 350 degrees at 10-12 KTS. Small aircraft was downwind. Small aircraft was cleared to land runway 30. As we turned base to final for runway 30 overshot runway centerline and dove past small aircraft in right front quadrant. Small aircraft was in right turn. Aircraft missed by about 100'. When we (small aircraft) questioned tower about aircraft on final, they didn't know he was there. Pilot of small transport seemed confused about his callsign. Small transport is a freight run. Small transport continued to hot rod around the airport. When I called the tower after the flight, tower personnel were more concerned about the paperwork they might have to fill out than discussing the problem with me or the other pilot.

Narrative: DURING TKOF AND LNDG PRACTICE WITH A CFI APPLICANT SMT OPERATING AS XXX RPTED SE OF IPT. TWR TOLD SMT TO RPT 3 MI FINAL AND ADVISED OF SMA IN RIGHT HAND PATTERN FOR TOUCH AND GOES ON RWY 30. WIND WAS 350 DEGS AT 10-12 KTS. SMA WAS DOWNWIND. SMA WAS CLRED TO LAND RWY 30. AS WE TURNED BASE TO FINAL FOR RWY 30 OVERSHOT RWY CENTERLINE AND DOVE PAST SMA IN RIGHT FRONT QUADRANT. SMA WAS IN RIGHT TURN. ACFT MISSED BY ABOUT 100'. WHEN WE (SMA) QUESTIONED TWR ABOUT ACFT ON FINAL, THEY DIDN'T KNOW HE WAS THERE. PLT OF SMT SEEMED CONFUSED ABOUT HIS CALLSIGN. SMT IS A FREIGHT RUN. SMT CONTINUED TO HOT ROD AROUND THE ARPT. WHEN I CALLED THE TWR AFTER THE FLT, TWR PERSONNEL WERE MORE CONCERNED ABOUT THE PAPERWORK THEY MIGHT HAVE TO FILL OUT THAN DISCUSSING THE PROB WITH ME OR THE OTHER PLT.
