Narrative:

The problem was approval request of an altitude change or handoff and a possible late handoff. Contributing factors are the radar coverage of lnk approach and the practice of approval request on handoff. Factors affecting performance are time required on the sector by non-operations personnel and combined sectors. Callback conversation with reporter revealed the following: there were 2 aircraft involved, small transport X IFR inbound to lnk and small transport Y VFR being worked by lnk approach. LOA calls for appreqs and handoff prior to boundary, but in actual practice this is done all at the same time due to limited airspace. In this case the radar controller thought the coordination had been done and changed the small transport X over to approach with traffic advisory give on aircraft Y before the coordination. Approach controller saw potential conflict and turned his small transport Y, but turned him towards the traffic. ARTCC controllers were charged with system deviation. Reporter is tmu specification that was getting currency time on combined position operation. Radar controller experience level given as well as proximity of traffic.

Title: LATE COORD FOR LOWER ALT AND HANDOFF AND SMT ENTERED APCH AIRSPACE IN CLOSE PROX TO VFR TRAFFIC. ACFT UNDER SEPARATE ATC JURISDICTION.

Narrative: THE PROB WAS APPROVAL REQUEST OF AN ALT CHANGE OR HDOF AND A POSSIBLE LATE HDOF. CONTRIBUTING FACTORS ARE THE RADAR COVERAGE OF LNK APCH AND THE PRACTICE OF APPROVAL REQUEST ON HDOF. FACTORS AFFECTING PERFORMANCE ARE TIME REQUIRED ON THE SECTOR BY NON-OPS PERSONNEL AND COMBINED SECTORS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THERE WERE 2 ACFT INVOLVED, SMT X IFR INBND TO LNK AND SMT Y VFR BEING WORKED BY LNK APCH. LOA CALLS FOR APPREQS AND HDOF PRIOR TO BOUNDARY, BUT IN ACTUAL PRACTICE THIS IS DONE ALL AT THE SAME TIME DUE TO LIMITED AIRSPACE. IN THIS CASE THE RADAR CTLR THOUGHT THE COORD HAD BEEN DONE AND CHANGED THE SMT X OVER TO APCH WITH TFC ADVISORY GIVE ON ACFT Y BEFORE THE COORD. APCH CTLR SAW POTENTIAL CONFLICT AND TURNED HIS SMT Y, BUT TURNED HIM TOWARDS THE TFC. ARTCC CTLRS WERE CHARGED WITH SYSTEM DEVIATION.
