Narrative:

Runway 28L was being used for takeoff and 32 for lndgs. While #1 for takeoff, captain and I heard from tower 'xx position and hold.' (we were company xx to sfo). I acknowledged, 'flight xx position and hold' and we proceeded onto 28L. We noticed 2 ANG fgt in front of us on 28L on the other side of the intersection of 28L and 32. At that point the tower cleared the fgt for departure and then asked us our position. I told tower we were in position on 28L. Tower then told the aircraft on final for 32 to go around as there were 3 aircraft on 28L. After a short discussion with the tower that we acknowledged 'flight xx position and hold,' the controller stated that he was working both UHF (the ANG aircraft) and VHF. He stated that there was no problem and the confusion was caused by working dual frequencys. Supplemental information from acn 85532. A medium large transport on final to runway 32 was forced to go around due to the 3 aircraft on runway 28L awaiting takeoff clearance. The 2 runways are intersecting at the arrival end. I feel the problem is due to the local controller using both a VHF and UHF frequency at the same time. Controller is unable to adequately monitor 2 frequencys at the same time during a busy time and pilots on different frequencys are unable to monitor each other.

Title: ACR LGT TAXIED INTO POSTION AND HOLD RESULTING IN MLG ON APCH EXECUTING GO AROUND.

Narrative: RWY 28L WAS BEING USED FOR TKOF AND 32 FOR LNDGS. WHILE #1 FOR TKOF, CAPT AND I HEARD FROM TWR 'XX POS AND HOLD.' (WE WERE COMPANY XX TO SFO). AFTER A SHORT DISCUSSION WITH THE TWR THAT WE ACKNOWLEDGED 'FLT XX POS AND HOLD,' THE CTLR STATED THAT HE WAS WORKING BOTH UHF (THE ANG ACFT) AND VHF. HE STATED THAT THERE WAS NO PROB AND THE CONFUSION WAS CAUSED BY WORKING DUAL FREQS. SUPPLEMENTAL INFO FROM ACN 85532. A MLG ON FINAL TO RWY 32 WAS FORCED TO GO AROUND DUE TO THE 3 ACFT ON RWY 28L AWAITING TKOF CLRNC. THE 2 RWYS ARE INTERSECTING AT THE ARR END.
