Narrative:

The implementation of a new program at jacksonville ARTCC (ZJX) is having a deleterious effect on controllers. It involves the placement of controllers on position for a minimum of 5 hours per shift. To meet this requirement supervisors (flm's) are required to place controllers in positions that often have little to no traffic; and keeping them there for 1 to 2 hours. With such a lack of 'engaging' traffic; one's mind wanders and becomes extremely tiring. If a controller has other positioned next to him; which is usually the case; then the controllers engage in non-ATC conversation. This often has a direct impact on safety as controllers are not paying full attention to their charge. In an example; the flm in charge of my area ordered select controllers to other areas to 'monitor' their operations. It was meant to give us the perspective of controllers from 'the other side.' however; we were not expected to 'actually' stay and complete the task. I know this because it was implied in that we were told; 'I'll show you monitor for 1+30; and then take a 35 minute break.' there was no expectation to return until 2+35 had expired. It's a farce; and they know it. It has the stench of retaliation for the recent ratification and implementation of our collective bargaining agreement. It is in effect having the opposite effect of what they claim. When we're needed at crunch time; our skills will have been severely hampered. Our 'mental muscles' will have atrophied. This nonsense needs to stop now!
