Narrative:

Our section (two aircraft in formation) of military trainers was rtb (return to base) and was instructed by tower at initial check-in to expect runway 19R due to the active fclp (field carrier landing practice) pattern. We proceeded to land on runway 19R and were on the roll out to the accommodation taxiway at the south end of runway 19R. Approaching the 5000 foot remaining marker on our roll out; we heard tower issue another aircraft clearance to take off on runway 19R. We immediately informed tower that our section was still on the runway proceeding to the accommodation taxiway. Rather than cancelling takeoff clearance for the other aircraft due to our section still being on the runway; tower replied 'roger'. At this point; the pilot in the takeoff aircraft also queried tower about his clearance to takeoff and again received no cancellation of clearance. Ultimately; deconfliction between the section rolling out on the runway and the aircraft cleared for takeoff was accomplished by the pilots over tower frequency.
