Narrative:

Winds per sif AWOS were reported as calm. At 5 miles out; I announced on CTAF my distance; altitude and intentions to enter 45 to the upwind for landing runway 31 at sif. As I turned upwind to runway 31; I noticed aircraft Y taxing on taxiway a at intersection D going to runway 31. The pilot of this aircraft announced on CTAF he was taxiing to runway 31 for departure. I announced 'aircraft X upwind 31; shiloh.' I turned crosswind and announced 'aircraft X is crosswind 31; shiloh.' I turned downwind and announced 'aircraft X is midfield downwind 31 shiloh.' as I cross abeam the numbers for 31; I announced on unicom 'aircraft holding 31 shiloh; this is aircraft X now turning base; 31 for full stop landing shiloh.' the aircraft did not acknowledge. I continued my approach now turning short final for 31. This was not a high approach; it was not an extended approach; it was setup to touch down within the first 200 ft of the runway. As I lowered my flaps from 20 to full and began closing my throttle; aircraft Y pulled directly into my path on the runway. I announced that aircraft X is doing an emergency go-around sidestepping to the right on 31; shiloh. Aircraft Y continued on the takeoff roll and we passed at the 1000 ft mark; myself above the trees and off his right wing. I cleaned the aircraft up and did a vx climb allowing aircraft Y to pass beneath me as he turned out. I waited at the airport and spoke to the pilot upon his return. I asked him how his radios were and he said fine. I relayed to him what had occurred and his right seat passenger who stated he was also a pilot said he looked as they were pulling to the runway and didn't see anything. I had all lights; pulse light; strobes on and am in a brand new bright shiny aircraft. The right seat person then went on to say he told the pilot of my being off their right wing just above the trees and knew they flew under me; but didn't know why. The pilot seemed indifferent as to the situation and his right seater was pretty much arrogant about it. We had less than 300 ft vertical and 100 ft horizontal separation when he pulled onto the runway causing me to perform an emergency go-around. I approached the aircraft to speak with the pilot about the situation and ask him if he might possibly have radio problems. He stated 'no problems with my radios.' I asked him if possibly his volume was down or a plug not plugged in and he was indifferent saying he wasn't having any problems with his airplane. I spoke to unicom on my departure to sif; I spoke to gso approach enroute to sif and I spoke to unicom at sif upon arrival to ascertain the active runway; so I am positive my radios and frequencies were correct and functioning properly. Based on this pilot's indifference and his right seat pilot's arrogant attitude; I have significant concerns about their cockpit management; sterile cockpit or lack thereof; and just their total indifference to the fact that my aircraft nearly landed on top of their aircraft. I had hoped that by speaking to them a better understanding would come of the situation and hopefully this wouldn't be repeated by them. I am not so sure of that given the exchange.

Title: Aircraft X pilot landing SIF reports critical conflict with another aircraft departing Runway 31. The Aircraft Y pilot was heard to announce his taxi on CTAF; but never acknowledged any reports from the Aircraft X pilot and pulled onto Runway 31 as Aircraft X was on very short final.
