Narrative:

On a visual approach and on final at approximately 1500 feet AGL pilot flying asked for flap 25. Checked speed and upon selecting flap 25 flaps moved to approximately 22.5 and stopped. EICAS/status message/flap light all indicated te flap. I was pilot monitoring and commanded a go-around. Asked tower to go to hold to resolve problem. Declared emergency. Advised crew; passengers and operations. Ran QRH and returned to the field for an uneventful landing. We taxied to gate after terminating the emergency. Gave information to maintenance and talked to dispatcher and chief pilot office.
