Narrative:

I had the plane on a previous leg and was unable to get pack 1 valve to open. Deferred with maintenance control and flew the next leg at FL310. Deferral continued through for the next leg. At cruise the purser called to say there was no water in the forward lavatory or galley. Asked him to check the rear and they too had the same problem. Water had worked on the ground and initial departure. While reviewing ECAM screens noticed cabin temp was warm (92 degrees) and that pack 2 was showing internal temperature of 230 in amber. Selected pack flow control to normal from high flow to lessen load on pack. Pack overheat ECAM came on. Turned seat belt sign on and requested descent from ATC. Received FL240; 16;000 and then 10;000. Had sent maintenance control a message upon initial overheat indication; he came back with 'try to see if pack 1 works.' it did. Pack 2 reset after cooling and descent was stopped at 15;000. With both packs now working and pack 2 continuing to operate without overheat; we climbed back to FL310 per our original dispatch release. Considered higher; but landing fuel at original destination was still ok so stayed a FL310. Determined that continuing to our planned destination with two fully functioning packs was as safe as a diversion to a closer airport.
