Narrative:

Stapleton was landing and departing west (runways 26R, 26L and 25), with occasional north departures (runways 35R, 35L and 36). I was working the local #1 position, 119.5 frequency. I originally was working all 6 runways and the crossing aircraft who had landed and those taxiing for departure for runways 26R and 26L. I called heavy transport X to cross runway 26R, I had cleared him to cross, but there was no reply. I had cleared another aircraft to land on 2-6-right (runway 26R). I went back and cancelled the landing clearance, then we got a reply from heavy transport X to hold short. I then reclred large transport Z flight to land on runway 26R. The aircraft following large transport Z was light transport Y. I cleared him to land 2-6-right. As large transport Z cleared the runway, I told heavy transport X to cross runway 26R. Heavy transport X did cross, but not in time. Light transport Y landed, but he was not given a completely crl runway. I turned myself in to my supervisor.

Title: CTLR ALLOWED AN ACR-HVT TO CROSS THE ACTIVE RWY WHILE AN ACR-LTT WAS TOUCHING DOWN.

Narrative: STAPLETON WAS LNDG AND DEPARTING W (RWYS 26R, 26L AND 25), WITH OCCASIONAL N DEPS (RWYS 35R, 35L AND 36). I WAS WORKING THE LCL #1 POS, 119.5 FREQ. I ORIGINALLY WAS WORKING ALL 6 RWYS AND THE XING ACFT WHO HAD LANDED AND THOSE TAXIING FOR DEP FOR RWYS 26R AND 26L. I CALLED HVT X TO CROSS RWY 26R, I HAD CLRED HIM TO CROSS, BUT THERE WAS NO REPLY. I HAD CLRED ANOTHER ACFT TO LAND ON 2-6-RIGHT (RWY 26R). I WENT BACK AND CANCELLED THE LNDG CLRNC, THEN WE GOT A REPLY FROM HVT X TO HOLD SHORT. I THEN RECLRED LGT Z FLT TO LAND ON RWY 26R. THE ACFT FOLLOWING LGT Z WAS LTT Y. I CLRED HIM TO LAND 2-6-RIGHT. AS LGT Z CLRED THE RWY, I TOLD HVT X TO CROSS RWY 26R. HVT X DID CROSS, BUT NOT IN TIME. LTT Y LANDED, BUT HE WAS NOT GIVEN A COMPLETELY CRL RWY. I TURNED MYSELF IN TO MY SUPVR.
