Narrative:

I was approaching bwi from the east and established contact with approach while 25 NM away. I was given vectors to circle the airport to the south for a landing on runway 10. I was cleared to land while on a heading (vector) of 350 degrees and 2 NM north of the runway centerline extended. While I was maneuvering to land (with a tailwind!) the tower cleared a commuter airline light transport Y for takeoff on runway 15R. The light transport and I reached the intersection at the same time, so I instituted a go around. Note: at the same instant the tower supervisor radioed to me to go around. At no time was I advised to hold short of runway 15R.

Narrative: I WAS APCHING BWI FROM THE E AND ESTABLISHED CONTACT WITH APCH WHILE 25 NM AWAY. I WAS GIVEN VECTORS TO CIRCLE THE ARPT TO THE S FOR A LNDG ON RWY 10. I WAS CLRED TO LAND WHILE ON A HDG (VECTOR) OF 350 DEGS AND 2 NM N OF THE RWY CENTERLINE EXTENDED. WHILE I WAS MANEUVERING TO LAND (WITH A TAILWIND!) THE TWR CLRED A COMMUTER AIRLINE LTT Y FOR TKOF ON RWY 15R. THE LTT AND I REACHED THE INTXN AT THE SAME TIME, SO I INSTITUTED A GO AROUND. NOTE: AT THE SAME INSTANT THE TWR SUPVR RADIOED TO ME TO GO AROUND. AT NO TIME WAS I ADVISED TO HOLD SHORT OF RWY 15R.
