Narrative:

While flying the eagul 3 RNAV STAR into phx; abq center gave us an airspeed of .75M for traffic flow into phx. The same controller then increased our speed to .76M. We changed frequencies to another abq center controller and checked in (but did not mention any speed). About 2 miles short of payso intersection; the center controller asked us our speed and I replied .76M as assigned. He became 'testy' about our required speed of 280 on the STAR. We were about 305 KTS at the time and we slowed to 280 immediately. We were never given any clearance to descend 'via the eagul 3' prior to the controller questioning our speed. In review of the incident; I should have slowed to the STAR speed and informed center that we were slowing. I'm not sure if the controller is filing a report or not.

Title: B737-300 flight crew reports being assigned Mach .76 during the EAGUL 3 RNAV to PHX. The next Controller was upset that the crew had not complied with the 280 KT speed restriction at PAYSO.
