Narrative:

The commercial chart page clearly states that the ATIS frequency 124.97 is 'ASOS when tower inop.' but this has not been the case the last two times I have left ilm early in the morning. The issue is that there is no weather information on this frequency before the tower opens. The frequency is broadcasting recorded notams and other airport information; but no weather. I expect the ATIS frequency to have the ASOS and the recorded information when 'ASOS when tower inop' is advertised on our plates. I discussed this with the ground controller this morning. He defended the situation; saying that they configure the ASOS to transmit the weather to washington center when the tower is closed. Either the plates are wrong and need to be changed; or the controllers need to configure the ASOS to broadcast on the ATIS frequency when the tower is inop.
