During line check on aircraft; I was ready to lower the flaps. From an area by the passenger door; looked under the aircraft for obstructions; all objects appeared to be clear. There was a toolbox behind the wing; but appeared to be out of the way. I climbed the passenger steps and called out 'flaps' to warn of flap surface movement. Lowered flap handle to 45 degrees; flaps extended onto the toolbox approximately 4 inches. Suggest perhaps have an area marked around the aircraft; where toolboxes are not allowed into.

Title: A Mechanic reports lowering the flaps of a CRJ-900 onto a steel toolbox that was behind the wing; but appeared to be out of the way. The flaps extended onto the toolbox approximately 4-inches.
