Narrative:
I cleared aircraft X for takeoff from runway 5. Issued IFR departure instructions to climb on course to 5;000 ft to the northeast with instructions from ZAU. I frequency changed aircraft X. Several minutes later; aircraft Y called ready for departure and was given a release from center to climb on course to 3;000 ft to the northeast; and I cleared the aircraft for takeoff. At this time; center was already talking to aircraft X who was assigned 5;000 ft when aircraft Y was cleared for takeoff. Center stopped the first departure (aircraft X) at 3;000 ft and did not notify the tower. No headings were provided by the center for course divergence. I frequency changed aircraft Y.
