Narrative:

Air carrier X departed smf [and] I put FL190 in [the] data block. [I] handed him off to sector 29 who put FL210 in [the] data block. I climbed him to FL210 and shipped him to [sector] 29 as specified in the new ait order. Sector 29 climbed him to FL230. The aircraft exited my airspace and then reentered my airspace about two minutes later. I did not receive a point out on him re-entering my airspace. Recommendation; 1) give the airspace FL200 to FL230 back to nct. There are so many shelves that everyone's workload has increased immensely. The aircraft's climb is also being delayed because of this airspace and procedures. 2) change the ait procedure so that my sector (44) keeps the aircraft displayed and gives permission for [sector] 29 to re-enter our airspace.

Title: ZOA Controller described a possible airspace infraction involving a SMF departure; the reporter indicating recent airspace changes with NCT has introduced a number of confusing airspace shelves.
