Narrative:

34 yrs should have taught me not to get frustrated with traffic handling and delays. However, I allowed anger to cloud my attentiveness to altitude. On climb out on the port angeles 1 departure from fairchild IAP, wa, I climbed right through the 9000' on the departure altitude with the voices and lights and buzzers warning me. No excuse. I was flying cfii in the right seat with a trnee flying the departure in the left. As we reached 9400', he said, 'say, aren't we supposed to stop at 9000'?' I immediately took over the aircraft and pushed over quickly to 9000'. Prior to this we had conducted an ILS approach to fairchild breaking out of the clouds about 850' MSL and saw the runway. When we called in on the CTAF, the commuter operations called to say they had one of their airplanes about to land VFR in the opp direction. We tried to make a circling approach, but lost sight of the airfield resulting in a missed approach. Checking in with whidbey approach, they asked for the reason for our missed approach. I told what happened, and they came back and said the WX was now being reported at 500' etc. Obviously, the commuter operations, who also puts out the WX observations was holding the WX up until their airplane got on the ground. We completed another ILS to a landing, and started to taxi out almost immediately for another takeoff. Although it is depicted as available on the charts, we could not reach whidbey approach control to get our outbnd clearance. I finally had to go back to the commuter operations frequency, which is also CTAF, and get my clearance through them. By now our departure delay was excessive putting our planned arrival in portland way behind schedule. After airborne, I was lamenting this fact and not paying close enough attention to my trnee. This is when we went through our altitude. It doesn't pay to get steamed, it clouds your vision. (Ps: after a back course approach to portland IAP's 10L in WX, we were once again sent around because a commuter airliner took his good old time starting his takeoff roll. I was humble enough by now not to get steamed.)

Title: ALT OVERSHOT ON SID DEP PROC.

WE COMPLETED ANOTHER ILS TO A LNDG, AND STARTED TO TAXI OUT ALMOST IMMEDIATELY FOR ANOTHER TKOF. ALTHOUGH IT IS DEPICTED AS AVAILABLE ON THE CHARTS, WE COULD NOT REACH WHIDBEY APCH CTL TO GET OUR OUTBND CLRNC. I FINALLY HAD TO GO BACK TO THE COMMUTER OPS FREQ, WHICH IS ALSO CTAF, AND GET MY CLRNC THROUGH THEM. BY NOW OUR DEP DELAY WAS EXCESSIVE PUTTING OUR PLANNED ARR IN PORTLAND WAY BEHIND SCHEDULE. AFTER AIRBORNE, I WAS LAMENTING THIS FACT AND NOT PAYING CLOSE ENOUGH ATTN TO MY TRNEE. THIS IS WHEN WE WENT THROUGH OUR ALT. IT DOESN'T PAY TO GET STEAMED, IT CLOUDS YOUR VISION. (PS: AFTER A BACK COURSE APCH TO PORTLAND IAP'S 10L IN WX, WE WERE ONCE AGAIN SENT AROUND BECAUSE A COMMUTER AIRLINER TOOK HIS GOOD OLD TIME STARTING HIS TKOF ROLL.
