Narrative:

On the climbout while gear retraction selected; we got a 'steering inoperative caution' message. Dispatch and maintenance were contacted. QRH complete. Due to weather in ZZZ1 with 400 ft overcast and winds 170 degrees at 18 KTS gusting to 25 KTS; we coordinated with dispatch via ACARS regarding landing in ZZZ1 without NWS with consideration to the crosswind and operations in ZZZ1. We agreed with dispatch that ZZZ2 would be a better choice with winds 270 degrees at 18 KTS and landing runway xx and clear skies. Landing was successful and we were towed to the ramp.
