Narrative:
Baggage cart driver crossed right in front of our taxiing aircraft and was totally oblivious to our presence. We had to brake very abruptly to avoid a collision which would have certainly ended in injury and/or death. All our lights were flashed at him and this individual needs serious retraining. He is lucky to be alive. If we hadn't seen him and acted decisively to avoid collision; this would have been a serious accident. This baggage cart driver needs to be retrained and counseled and observed prior to being released back on the airport. Lack of attention to job; driving around taxiing aircraft.

Title: B737 Captain reports near collision with tug pulling baggage carts as driver cuts directly in front of aircraft necessitating abrupt braking.
Narrative: Baggage cart driver crossed right in front of our taxiing aircraft and was totally oblivious to our presence.
