Narrative:

At FL260 approximately 100 miles northeast of ZZZ on vectors from ZZZ1 conducting system test on B757 when the first officer windshield started cracking on lower left corner. After a few seconds; the outer windshield shattered and we slowed aircraft down and requested a descent and vector back to takeoff airfield. Completed QRH procedures declared an emergency and returned back to takeoff airport with no other problems.
