Narrative:
While on approach to puerto plata; we had a problem understanding the controller when instructed to fly the VOR runway 26 circle-to-land on runway 8. We understood the controller to say to fly the VOR DME 26 circle-to-land on runway 8. While executing the approach; we experienced an FMS failure and a DME failure and became disoriented on the approach. We contacted the controller and executed a missed approach and performed the appropriate approach procedure and landed on runway 8.

Title: An LJ31 flight crew on approach to MDPP misunderstood the clearance; then lost their FMS and DME; became disoriented; and executed a missed approach.
Narrative: While on approach to Puerto Plata; we had a problem understanding the Controller when instructed to fly the VOR Runway 26 circle-to-land on Runway 8.
