Narrative:

The pressurization system was deferred with the aft outflow valve in a partially open position. During climb; it was noticed that the aircraft and cabin were climbing at the same rate and the aircraft was leveled at 9;000 ft and the autopilot engaged. Maintenance was called via satcom and we were advised that some cbs may have been in the wrong position and it was unlikely that the situation could be remedied inflight; so we dumped fuel and returned to ZZZ. The situation was remedied and we subsequently departed with no further events.
