Narrative:

FMS was deferred on aircraft which required us to use ground based navigation aids. Bkw VOR was one of the aids we were filed to use. No NOTAMS were published regarding bkw VOR in my release package. Our equipment suffix was filed as -- m-sdwz -- south; which was correct for our deferred FMS configuration. Several hundred miles north of bkw we were cleared direct to that VOR. As we were far outside the service volume we had to tell the controller that we were unable to do that but we would be willing to take a heading until we received the signal. He cleared us as requested. The next controller did the same thing and our response was the same. Finally we were within 60 NM of the VOR according to the DME. This is within the service volume of bkw and still no signal. We then queried ATC if the VOR was operational and he said nope it was NOTAM'd out of service. He then gave us vectors to roa which was operational.

Title: Dispatched with the FMS inoperative; flight crew of ERJ are cleared direct to a VOR which is NOTAM'd out of service and must learn for themselves they can't navigate to it.
