Narrative:
Taxied out and attempted takeoff; when all checklists were completed; takeoff configuration warning came on. Rejected takeoff; noticed the flap indication was zero; even flap was 9 degrees. Returned to the gate; had the maintenance fix the problem. Left the gate for flight without proper documentation. Reached the destination normally. That was a very strange event. We had takeoff configuration ok during taxi and I was sure flap was working. The mechanic did just reset the circuit breaker. I was very confident about safety of aircraft condition. I didn't want further delay of the flight by writing up. Probably we were tired because we had 8 hours sit in ZZZ before this flight.

Title: An EMB-140 aborted a takeoff for a flap configuration even though the pre-takeoff check was satisfactory. With the flaps at 9 the flap gauge indicated zero.
