Narrative:

There is one ILS that serves this airport; with two different published dhs; and the one that we normally use with the lowest minimums was notamed out due to a paperwork issue; as far as we could figure (because the entire ILS was not taken out of service). This is another case where the NOTAM system is particularly burdensome particularly when leaving the us this NOTAM was published in the canadian system but not in the FAA's. The NOTAM was in our weather packet; but both my first officer and I missed it. I was going to go over the NOTAMS before our departure; but as usual; we seemed rushed due to a late departure; a paperwork mechanical issue with our aircraft; and the overall low weather picture at our destination; which our company had 'weather warned' our passengers about (and they were all worried and talking about as they boarded; which we could hear). I made a mental note to check them enroute; but forgot. My first officer found it after we landed as we were closing out our paperwork. The fact that the 'main' lowest approach was supposedly not available one would think would have been broadcast on the tower's ATIS. It was not. Also; one would think that our company would have noted it more prominently on our dispatch release. It was not. It was a 'gotcha' set-up for the pilots; and it got us. The next day when we got back to the airport; the fact that the lowest minima approach was now back available was on the departure ATIS.

Title: AN AIR CARRIER PILOT COMMENTS THAT SOME CANADIAN NOTAMS PUBLISHED IN THE CANADIAN SYSTEM ARE NOT IN THE USA NOTAMS.

Narrative: THERE IS ONE ILS THAT SERVES THIS AIRPORT; WITH TWO DIFFERENT PUBLISHED DHS; AND THE ONE THAT WE NORMALLY USE WITH THE LOWEST MINIMUMS WAS NOTAMED OUT DUE TO A PAPERWORK ISSUE; AS FAR AS WE COULD FIGURE (BECAUSE THE ENTIRE ILS WAS NOT TAKEN OUT OF SERVICE). THIS IS ANOTHER CASE WHERE THE NOTAM SYSTEM IS PARTICULARLY BURDENSOME PARTICULARLY WHEN LEAVING THE U.S. THIS NOTAM WAS PUBLISHED IN THE CANADIAN SYSTEM BUT NOT IN THE FAA'S. THE NOTAM WAS IN OUR WEATHER PACKET; BUT BOTH MY FO AND I MISSED IT. THE FACT THAT THE 'MAIN' LOWEST APPROACH WAS SUPPOSEDLY NOT AVAILABLE ONE WOULD THINK WOULD HAVE BEEN BROADCAST ON THE TOWER'S ATIS. IT WAS NOT. ALSO; ONE WOULD THINK THAT OUR COMPANY WOULD HAVE NOTED IT MORE PROMINENTLY ON OUR DISPATCH RELEASE. IT WAS NOT. IT WAS A 'GOTCHA' SET-UP FOR THE PILOTS; AND IT GOT US. THE NEXT DAY WHEN WE GOT BACK TO THE AIRPORT; THE FACT THAT THE LOWEST MINIMA APPROACH WAS NOW BACK AVAILABLE WAS ON THE DEPARTURE ATIS.
