Narrative:

Inbound on GS to runway xx at ZZZ; assigned to fly 180 KIAS to the FAF. Descending on glide path; had a 55 KT right quartering crosswind; moderate turbulence; autopilot aural warning 'stabilizer' because it couldn't control pitch on GS at that speed; configured; in turbulence. At that point; it was clear the autopilot was about to disconnect and hand us an untrimmed; slow; dirty; descending aircraft on GS in moderate turbulence. So in the interest of safety we immediately slowed so as to be configured and stabilized at the FAF. The radio traffic was so heavy we couldn't notify ATC of our condition before we passed the FAF. We had a category I aircraft due to a placarded radio altimeter. Ceiling was 200 ft with an RVR of 5;000 ft. We knew we had 1 approach due to fuel; and then we would have to divert. We were intent on a safe; stable approach in the proper configuration and speed at the FAF. After landing; approach notified us that we were being violated for 'deviating from fars.

Title: An MD80 flight crew slowed below assigned airspeed on final approach because they felt it was safer to do so given the turbulence and wind conditions.
