Narrative:

Ramp reported to XXX line maintenance controller of a scratch on fuselage near L-2 door 8 mins prior to departure. I checked; but no history of scratch/damaged under air traffic area 52XX or air traffic area 53YY. By the time the technician and I (lead technician) arrived at gate; aircraft XXX was already pushed into the alley (in taxi position; tug still attached). Advised maintenance control via radio of aircraft in pushback position; and requested they advise flight crew to return to gate so we could evaluate damaged reported by ramp. Also advised pushback ramp crew to stop push and advise flight crew of gate return for maintenance. Flight departed without maintenance evaluation of ramp-reported damage. Advised line maintenance control via radio and phone to have aircraft return to gate for required maintenance. Also advised maintenance supervisor of aircraft XXX departing without maintenance evaluation of reported damage. Ramp failed to indicate to the outbound flight crew of their discovery of damage to aircraft. Ramp contacted maintenance without notifying flight crew of doing so. No logbook write-up was made by maintenance or flight crew as to this discovered damage. Supplemental information from acn 815794: my lead man received a call from maintenance control informing that the ramp had made a report of some scuffing/damage to the aircraft around the I-2 door area. We contacted maintenance control and our supervisor to let them know that the aircraft needed to be contacted to returned to the gate. No real attempt was made to try and return the aircraft. I do not know if the ramp even told the flight crew of the discrepancy. I do not know if it was ever even written up. My efforts to find a solution came up with no answers. Callback conversation with reporter acn 815798 revealed the following information: reporter stated that to this day; no information or downline follow-up of the reported scuffing damage can be found involving that particular B757-200 aircraft. Callback conversation with reporter acn 815794 revealed the following information: reporter stated he pulled up fifteen different items in their maintenance records for dents in the fuselage. This particular ramp report did not appear to be one of those recorded; but he's not sure; because they never had a chance to evaluate the scuffing damage.

ADVISED LINE MAINT CTL VIA RADIO AND PHONE TO HAVE ACFT RETURN TO GATE FOR REQUIRED MAINT. ALSO ADVISED MAINT SUPVR OF ACFT XXX DEPARTING WITHOUT MAINT EVALUATION OF RPTED DAMAGE. WE CONTACTED MAINT CTL AND OUR SUPVR TO LET THEM KNOW THAT THE ACFT NEEDED TO BE CONTACTED TO RETURNED TO THE GATE. NO REAL ATTEMPT WAS MADE TO TRY AND RETURN THE ACFT. I DO NOT KNOW IF THE RAMP EVEN TOLD THE FLT CREW OF THE DISCREPANCY. I DO NOT KNOW IF IT WAS EVER EVEN WRITTEN UP. MY EFFORTS TO FIND A SOLUTION CAME UP WITH NO ANSWERS. CALLBACK CONVERSATION WITH RPTR ACN 815798 REVEALED THE FOLLOWING INFO: REPORTER STATED THAT TO THIS DAY; NO INFORMATION OR DOWNLINE FOLLOW-UP OF THE REPORTED SCUFFING DAMAGE CAN BE FOUND INVOLVING THAT PARTICULAR B757-200 AIRCRAFT. CALLBACK CONVERSATION WITH RPTR ACN 815794 REVEALED THE FOLLOWING INFO: REPORTER STATED HE PULLED UP FIFTEEN DIFFERENT ITEMS IN THEIR MAINTENANCE RECORDS FOR DENTS IN THE FUSELAGE. THIS PARTICULAR RAMP REPORT DID NOT APPEAR TO BE ONE OF THOSE RECORDED; BUT HE'S NOT SURE; BECAUSE THEY NEVER HAD A CHANCE TO EVALUATE THE SCUFFING DAMAGE.
