Narrative:

I called cid ground to get a clearance for a short VFR flight from cid to iow. Received clearance and taxied to runway 27. Called tower after run-up and received a heading of 250 degrees and clearance for takeoff. Rolled onto runway and was about to start takeoff roll when tower said something I could not understand (nonstandard phraseology) but sounded like 'move over.' I stopped roll and moved over to right runway edge. Then I heard tower give a regional jet a go-around. I looked over my left shoulder and eventually saw the rj on final to runway 27 at about 2 miles or slightly more (estimated). I then asked tower if I missed anything (as in a missed clearance) and he said no; but that he did; meaning he admitted that he forgot about the rj on final when he cleared me for the takeoff. As the rj went overhead; he cleared me for takeoff. Tower then apologized to the rj for what he (tower) did and asked the rj to turn downwind runway 27 for another visual approach. It appears that the tower controller forgot about the rj on the 2 mile final when he cleared me for takeoff. The event seems to be ATC's error of omission (to check final). There was no time stress involved and it was not necessary to 'rush' out an aircraft in front of an rj. It may be a good idea to remind tower controllers to double check on final before giving takeoff clearances. Such mistakes seem more likely in a VMC environment.
