Narrative:

Captain called upper deck several times with no answer. Captain going on break. With relief pilots flying airplane captain went to upper deck galley. No flight attendant was manning upper deck. All flight attendants were downstairs. Upper deck cabin was left unattended with full passenger. Captain notified chief purser. Chronic problem with minimum crew of flight attendants. Company has left service low on man power and flight attendants have to leave upper deck cabin to help out with main cabin service or other duties. Very poor procedures and lack of security.

Title: A B747-400 PILOT REPORTS THAT FLIGHTS WITH A MINIMUM FLIGHT ATTENDANT CREW COMPLIMENT ARE NOT GUARDING THE FLIGHT STATION ENTRANCE TO SECURITY STANDARDS OR SERVICING PASSENGERS ADEQUATELY.

COMPANY HAS LEFT SVC LOW ON MAN PWR AND FLT ATTENDANTS HAVE TO LEAVE UPPER DECK CABIN TO HELP OUT WITH MAIN CABIN SVC OR OTHER DUTIES. VERY POOR PROCS AND LACK OF SECURITY.
