Narrative:

The flight departed with a listed maximum en route takeoff weight below proposed takeoff weight. This discrepancy occurred due to selection of automatic anti-ice performance and method 1 performance for the en route portion of the flight plan. I discovered this error well into the en route phase of flight and was unable to contact the aircraft en route (no SELCAL). The flight was; however; well past the highest terrain portion of flight; therefore; maximum en route takeoff weight was no longer a factor. Also; I contacted the pilot on the ground and informed him that I would report this error. He confirmed that anti-ice systems were not required nor used en route and it was also confirmed that the maximum en route takeoff weight was no factor in this flight.

Title: DEHAVILLAND Q400 DEPARTS WITH MAXIMUM TAKEOFF WEIGHT LIMITED BY ENROUTE CLIMB (METW) BELOW PROPOSED TAKE OFF WEIGHT (PTOW); A PAPERWORK VIOLATION. BECAUSE ANTI-ICE WAS NOT REQUIRED ENROUTE THE PRAGMATIC IMPACT WAS NIL.

Narrative: THE FLT DEPARTED WITH A LISTED MAX ENRTE TKOF WT BELOW PROPOSED TKOF WT. THIS DISCREPANCY OCCURRED DUE TO SELECTION OF AUTO ANTI-ICE PERFORMANCE AND METHOD 1 PERFORMANCE FOR THE ENRTE PORTION OF THE FLT PLAN. I DISCOVERED THIS ERROR WELL INTO THE ENRTE PHASE OF FLT AND WAS UNABLE TO CONTACT THE ACFT ENRTE (NO SELCAL). THE FLT WAS; HOWEVER; WELL PAST THE HIGHEST TERRAIN PORTION OF FLT; THEREFORE; MAX ENRTE TKOF WT WAS NO LONGER A FACTOR. ALSO; I CONTACTED THE PLT ON THE GND AND INFORMED HIM THAT I WOULD RPT THIS ERROR. HE CONFIRMED THAT ANTI-ICE SYSTEMS WERE NOT REQUIRED NOR USED ENRTE AND IT WAS ALSO CONFIRMED THAT THE MAX ENRTE TKOF WT WAS NO FACTOR IN THIS FLT.
