Narrative:

Copilot (PNF) briefed the localizer approach into rvs. GS was OTS. The wind required a circling approach from the localizer. After briefing the approach; I asked if there were any circling restrs. Copilot advised that there were no restrs for the circle. Visibility was low; so I elected to circle for left traffic to the active runway. I then saw buildings in the circling area. The tower called and advised that the approach required circling for right traffic to that runway. I then crossed over the airport and circled to land without incident. I then looked at the approach plate and saw the note that said circling northeast of the airport was not authorized. I would normally look at the approach; as well as have him brief the approach; but our IFR flight in low conditions was less than 5 mins and the workload was high for the short duration.

Title: MITSUBISHI MU2 FLIGHT CREW EXECUTES A CIRCLE-TO-LAND AT RVS TO THE NORTHEAST; WHERE THE PROCEDURE IS NOT AUTHORIZED.

Narrative: COPLT (PNF) BRIEFED THE LOC APCH INTO RVS. GS WAS OTS. THE WIND REQUIRED A CIRCLING APCH FROM THE LOC. AFTER BRIEFING THE APCH; I ASKED IF THERE WERE ANY CIRCLING RESTRS. COPLT ADVISED THAT THERE WERE NO RESTRS FOR THE CIRCLE. VISIBILITY WAS LOW; SO I ELECTED TO CIRCLE FOR L TFC TO THE ACTIVE RWY. I THEN SAW BUILDINGS IN THE CIRCLING AREA. THE TWR CALLED AND ADVISED THAT THE APCH REQUIRED CIRCLING FOR R TFC TO THAT RWY. I THEN CROSSED OVER THE ARPT AND CIRCLED TO LAND WITHOUT INCIDENT. I THEN LOOKED AT THE APCH PLATE AND SAW THE NOTE THAT SAID CIRCLING NE OF THE ARPT WAS NOT AUTHORIZED. I WOULD NORMALLY LOOK AT THE APCH; AS WELL AS HAVE HIM BRIEF THE APCH; BUT OUR IFR FLT IN LOW CONDITIONS WAS LESS THAN 5 MINS AND THE WORKLOAD WAS HIGH FOR THE SHORT DURATION.
