Narrative:

At last minute, gate agent delivered one armed passenger/prisoner form to cockpit and closed door after late boarding the prisoner. On taxi out, F/a advised there were 2 prisoners and 2 escorts. After takeoff, F/a advised there were 2 prisoners, 2 unarmed escorts, and one armed escort all sitting by the emergency exit (aft right side). Later informed that both prisoners were minimum risk. Finally, F/a reported prisoners' handcuffs not hooked to waist. When I requested this be done, justice department agent discovered the proper equipment had been left at the gate. Recommendations: if prisoner arrives late deny boarding, indicate on prisoner form to captain the number of prisoners, and indicate 'risk' on form. Callback conversation with reporter revealed the following: reporter had not made a report to his flight manager but had submitted a written report to passenger service. Suggested he include a report to manager. Prisoner was boarded account they had been hung up by traffic and the escort wanted to bored very badly. Company regulation require prisoners be boarded before any passenger and that should have been the basis for denying boarding. Felt escorts were fairly new and may not have flown before. Prisoners were no problem during the flight but feels passenger service mishandled.

PRISONER WAS BOARDED ACCOUNT THEY HAD BEEN HUNG UP BY TFC AND THE ESCORT WANTED TO BORED VERY BADLY. COMPANY REG REQUIRE PRISONERS BE BOARDED BEFORE ANY PAX AND THAT SHOULD HAVE BEEN THE BASIS FOR DENYING BOARDING. FELT ESCORTS WERE FAIRLY NEW AND MAY NOT HAVE FLOWN BEFORE. PRISONERS WERE NO PROB DURING THE FLT BUT FEELS PAX SVC MISHANDLED.
