Narrative:

Flight was on approach to freeport international, bahamas. Our flight was clrd to airport via 10 DME arc to ILS runway 6, to maintain 1400' MSL. Intercepted 10 DME arc at 3000'. Began des to 1400'. Approaching 200 degree radial of VOR and descending through 1900' saw light twin at 10 O'clock approximately 1500' horizontal and same altitude. Clrd behind and to the left side by 1000' or so. He had reported west of freeport a few mins earlier and when queried by freeport approach about his position not being where he reported, he laughed and remarked 'wind.' supplemental information from acn 81130: climbed to provide vertical sep. Approach control was queried and traffic was not where aircraft had reported.

HE HAD RPTED W OF FREEPORT A FEW MINS EARLIER AND WHEN QUERIED BY FREEPORT APCH ABOUT HIS POS NOT BEING WHERE HE RPTED, HE LAUGHED AND REMARKED 'WIND.' SUPPLEMENTAL INFORMATION FROM ACN 81130: CLBED TO PROVIDE VERT SEP. APCH CTL WAS QUERIED AND TFC WAS NOT WHERE ACFT HAD RPTED.
