Narrative:

Upon landing at ZZZ and slowing I took control of the aircraft from the PF and began braking normally. Just before I was to exit I heard a tower transmission 'expedite' then the balance of transmission was blocked. As I turned onto taxiway I saw a truck with equipment attached well off my right. They appeared to have been working off to the side intersection. They could have remained where they were and been no factor. The worker was standing on the edge of the equipment while the truck was moving forward. The truck began to turn and the equipment trailer started to roll over. At that point the worker jumped off and lost footing resulting in a fall to the surface. All this occurred well in front of me while I was clear of the runway and stopping on the taxiway to await further instructions. About the same time the worker fell and I was stopping the tower said I was instructed not to use the taxiway I was on. I told him we did not receive that instruction I said 'you were blocked I apologize.' I told tower their transmission was blocked and then informed them a guy was riding on the paint equipment and fell off. This event occurred due to the tower transmission being garbled; blocked. Put taxiway closures in ATIS. Notify crew of unusable runway exits before landing. When you get your landing clearance would be good time.

Title: AN ATC LOCAL CONTROLLER'S INSTRUCTION TO NOT EXIT AT A SPECIFIC TAXIWAY WAS BLOCKED. AS THE EMB-145 EXITED A CONFLICT DEVELOPED WITH A PAINT CREW. THE BLOCKED TAXIWAY WAS NOT ON THE CURRENT ATIS.

Narrative: UPON LNDG AT ZZZ AND SLOWING I TOOK CTL OF THE ACFT FROM THE PF AND BEGAN BRAKING NORMALLY. JUST BEFORE I WAS TO EXIT I HEARD A TWR XMISSION 'EXPEDITE' THEN THE BAL OF XMISSION WAS BLOCKED. AS I TURNED ONTO TXWY I SAW A TRUCK WITH EQUIP ATTACHED WELL OFF MY R. THEY APPEARED TO HAVE BEEN WORKING OFF TO THE SIDE INTXN. THEY COULD HAVE REMAINED WHERE THEY WERE AND BEEN NO FACTOR. THE WORKER WAS STANDING ON THE EDGE OF THE EQUIP WHILE THE TRUCK WAS MOVING FORWARD. THE TRUCK BEGAN TO TURN AND THE EQUIP TRAILER STARTED TO ROLL OVER. AT THAT POINT THE WORKER JUMPED OFF AND LOST FOOTING RESULTING IN A FALL TO THE SURFACE. ALL THIS OCCURRED WELL IN FRONT OF ME WHILE I WAS CLR OF THE RWY AND STOPPING ON THE TXWY TO AWAIT FURTHER INSTRUCTIONS. ABOUT THE SAME TIME THE WORKER FELL AND I WAS STOPPING THE TWR SAID I WAS INSTRUCTED NOT TO USE THE TXWY I WAS ON. I TOLD HIM WE DID NOT RECEIVE THAT INSTRUCTION I SAID 'YOU WERE BLOCKED I APOLOGIZE.' I TOLD TWR THEIR XMISSION WAS BLOCKED AND THEN INFORMED THEM A GUY WAS RIDING ON THE PAINT EQUIP AND FELL OFF. THIS EVENT OCCURRED DUE TO THE TWR XMISSION BEING GARBLED; BLOCKED. PUT TXWY CLOSURES IN ATIS. NOTIFY CREW OF UNUSABLE RWY EXITS BEFORE LNDG. WHEN YOU GET YOUR LNDG CLRNC WOULD BE GOOD TIME.
