Narrative:

I was assigned to perform engineering order as an inspector. I failed to report on findings that a doubler was present. This event happened a long time back and I really don't know how I missed this doubler. The paperwork stated to report doublers more than 20 inches. Perhaps I measured incorrectly with conditions being what they were (top of aircraft was very wet) and it was hard to hang out of the cherry picker at just the right angle. This inspection should be done in a hangar with better access and dryer conditions.

Title: A LINE INSPECTOR IS INFORMED HE FAILED TO REPORT AN UPPER FUSELAGE DOUBLER OF MORE THAN TWENTY INCHES EXISTED ON A B757-200 AS REQUIRED BY THEIR ENGINEERING ORDER. THE INSPECTION WAS ACCOMPLISHED MONTHS EARLIER; DURING THE NIGHT; OUTSIDE ON A CHERRY PICKER.

Narrative: I WAS ASSIGNED TO PERFORM ENGINEERING ORDER AS AN INSPECTOR. I FAILED TO RPT ON FINDINGS THAT A DOUBLER WAS PRESENT. THIS EVENT HAPPENED A LONG TIME BACK AND I REALLY DON'T KNOW HOW I MISSED THIS DOUBLER. THE PAPERWORK STATED TO RPT DOUBLERS MORE THAN 20 INCHES. PERHAPS I MEASURED INCORRECTLY WITH CONDITIONS BEING WHAT THEY WERE (TOP OF ACFT WAS VERY WET) AND IT WAS HARD TO HANG OUT OF THE CHERRY PICKER AT JUST THE RIGHT ANGLE. THIS INSPECTION SHOULD BE DONE IN A HANGAR WITH BETTER ACCESS AND DRYER CONDITIONS.
