Narrative:

WX reported 300' overcast, visibility 1 1/2, drizzle, fog, haze. After being clrd to land, at 150' a missed approach was initiated when it was realized an aircraft was on the runway. In addition, it was necessary to take evasive action by turning right and deviating from the published missed approach procedure to avoid colliding with the large transport Y as it became airborne. It appeared that approach control was getting the aircraft too close together and also were not aware of a tailwind on final approach. Also, when you are clrd to land, that you are clear. Very often tower clears you to land in anticipation that the aircraft on the runway will takeoff.
