Narrative:

Runway 34L; medium approach lighting system with runway alignment indicator lights (MALSR) at jackson international airport (jan) was taken OTS for a new system placement in mar/08. The replacement was completed and ATC was informed that the system would return in june. Since that time; flight checks have showed up twice to check the system but were told the system was not ready. The approach light outage has caused an unsafe situation for pilots going to the primary south to north instrument runway with no approach lights. Aircraft have sidestepped to a highway that is parallel to the runway at night and have to be told they are lined up off course. Outside action is requested so that this new approach light system that has been out for more than 7 months comes back on line. The jackson municipal airport authority/authorized is constantly closing 1 of the 2 runways available at jan and this runway serves as a primary runway with no approach lights. Jan ATC is constantly told when asked that a fix is coming soon only to be told later this is not going to happen with no reason given.

Title: JAN CTLR VOICED CONCERN REGARDING THE ON GOING OUTAGE OF THE MEDIUM APPROACH LIGHTING SYSTEM (MALSR).

Narrative: RWY 34L; MEDIUM APCH LIGHTING SYS WITH RWY ALIGNMENT INDICATOR LIGHTS (MALSR) AT JACKSON INTL ARPT (JAN) WAS TAKEN OTS FOR A NEW SYS PLACEMENT IN MAR/08. THE REPLACEMENT WAS COMPLETED AND ATC WAS INFORMED THAT THE SYS WOULD RETURN IN JUNE. SINCE THAT TIME; FLT CHKS HAVE SHOWED UP TWICE TO CHK THE SYS BUT WERE TOLD THE SYS WAS NOT READY. THE APCH LIGHT OUTAGE HAS CAUSED AN UNSAFE SITUATION FOR PLTS GOING TO THE PRIMARY S TO N INST RWY WITH NO APCH LIGHTS. ACFT HAVE SIDESTEPPED TO A HWY THAT IS PARALLEL TO THE RWY AT NIGHT AND HAVE TO BE TOLD THEY ARE LINED UP OFF COURSE. OUTSIDE ACTION IS REQUESTED SO THAT THIS NEW APCH LIGHT SYS THAT HAS BEEN OUT FOR MORE THAN 7 MONTHS COMES BACK ON LINE. THE JACKSON MUNICIPAL ARPT AUTH IS CONSTANTLY CLOSING 1 OF THE 2 RWYS AVAILABLE AT JAN AND THIS RWY SERVES AS A PRIMARY RWY WITH NO APCH LIGHTS. JAN ATC IS CONSTANTLY TOLD WHEN ASKED THAT A FIX IS COMING SOON ONLY TO BE TOLD LATER THIS IS NOT GOING TO HAPPEN WITH NO REASON GIVEN.
