Narrative:
Third time in recent weeks that norcal has required 250 KTS at menlo on tiptoe visual for runway 28L. Practice puts airplane in a high; fast position requiring immediate confign to flaps 40 degrees and steep descent to be able to land safely on runway 28L. Stop requiring 250 KTS at menlo. Unsafe; new practice by norcal assigning 250 KTS minimum until 14 mi out at 5000 ft; requiring radical slow down and early landing confign.
