Narrative:

Our flight from atl to lax proceeded normally and uneventfully after a delayed start in atl due to snow and ice. We flew a routine civet let down and approach for runway 25L and while descending on the G/south through 1700' at 1000 FPM, my first officer and second officer both pointed out a light plane passing under our nose from north to south, approximately 200-400' below us. No evasive action was taken as I had the plane on autoplt coupled up to the ILS and we were clear of it before we could. I recognized the craft as a single engine small aircraft fixed gear, high wing. A dull metal finish with a faded green or gray trim. Tower first denied knowledge of said aircraft, but later called me on the ground about 15 mins later to advise they had indeed made contact with the pilot who admitted he had taken off north of lax en route to torrance airport and was flying visually by an express way at 1400' due to reduced visibility. The tower advised they were filing a violation on the pilot of the small aircraft.

Title: A FLAGRANT VIOLATION OF THE TCA ALMOST LED TO A COLLISION BETWEEN AN SMA AND A WDB.

Narrative: OUR FLT FROM ATL TO LAX PROCEEDED NORMALLY AND UNEVENTFULLY AFTER A DELAYED START IN ATL DUE TO SNOW AND ICE. WE FLEW A ROUTINE CIVET LET DOWN AND APCH FOR RWY 25L AND WHILE DSNDING ON THE G/S THROUGH 1700' AT 1000 FPM, MY F/O AND S/O BOTH POINTED OUT A LIGHT PLANE PASSING UNDER OUR NOSE FROM N TO S, APPROX 200-400' BELOW US. NO EVASIVE ACTION WAS TAKEN AS I HAD THE PLANE ON AUTOPLT COUPLED UP TO THE ILS AND WE WERE CLR OF IT BEFORE WE COULD. I RECOGNIZED THE CRAFT AS A SINGLE ENG SMA FIXED GEAR, HIGH WING. A DULL METAL FINISH WITH A FADED GREEN OR GRAY TRIM. TWR FIRST DENIED KNOWLEDGE OF SAID ACFT, BUT LATER CALLED ME ON THE GND ABOUT 15 MINS LATER TO ADVISE THEY HAD INDEED MADE CONTACT WITH THE PLT WHO ADMITTED HE HAD TAKEN OFF N OF LAX ENRTE TO TORRANCE ARPT AND WAS FLYING VISUALLY BY AN EXPRESS WAY AT 1400' DUE TO REDUCED VIS. THE TWR ADVISED THEY WERE FILING A VIOLATION ON THE PLT OF THE SMA.
