Narrative:

When I called ground control I stated, 'worcester ground (our aircraft identify) taxi, VFR to bradley.' she responded by saying, '(aircraft identify), taxi via bravo for intersection departure 29.' she also asked me previous to this if I required full length. I responded by saying, 'negative.' she came back by saying, 'bravo intersection 29 for takeoff is approved.' I responded by saying, 'clrd to go at 29?' she said, 'affirmative,' after I said, 'clrd to go 29.' when I made my 45 degree left turn for departure, I decided to call tower frequency to advise (which is not required). When I called tower frequency, a man responded by saying, '(aircraft identify), you were never clrd for takeoff.' the next day my first officer (name) and I visited the worcester tower to speak to the chief controller. We listened to the tape and I was correct, that the ground controller acknowledged that I was 'clrd to go' at intersection bravo 29. The chief controller said there would be no action taken against me and my first officer. The chief controller and myself agreed that the ground controller and myself used poor phraseology. For instance, 'clrd to go,' which is used quite often in aviation for 'clrd for takeoff.' I would like to point out that no attempt was made by tower or ground frequency to contact me not to takeoff at bravo intersection runway 29. Supplemental information from acn 80338: captain flying aircraft and operating radios. I asked captain if she clrd us for takeoff on ground frequency. He said yes, and that she was working both frequencys.

WE LISTENED TO THE TAPE AND I WAS CORRECT, THAT THE GND CTLR ACKNOWLEDGED THAT I WAS 'CLRD TO GO' AT INTXN BRAVO 29. THE CHIEF CTLR SAID THERE WOULD BE NO ACTION TAKEN AGAINST ME AND MY F/O. THE CHIEF CTLR AND MYSELF AGREED THAT THE GND CTLR AND MYSELF USED POOR PHRASEOLOGY. FOR INSTANCE, 'CLRD TO GO,' WHICH IS USED QUITE OFTEN IN AVIATION FOR 'CLRD FOR TKOF.' I WOULD LIKE TO POINT OUT THAT NO ATTEMPT WAS MADE BY TWR OR GND FREQ TO CONTACT ME NOT TO TKOF AT BRAVO INTXN RWY 29. SUPPLEMENTAL INFORMATION FROM ACN 80338: CAPT FLYING ACFT AND OPERATING RADIOS. I ASKED CAPT IF SHE CLRD US FOR TKOF ON GND FREQ. HE SAID YES, AND THAT SHE WAS WORKING BOTH FREQS.
