Narrative:
Landing runway 27 and runway 32. Departing runway 33L. Aircraft X's airlines seems to only have performance number to runway 4R or runway 22L; and they always ask for it. They need runway 4R which is an off runway and confign request. I taxied them out to that area; gave up the runway. I forgot about them and continued to cross runway 4R midfield. Aircraft X was cleared for takeoff on runway 4R and an MD80 was still taxiing out on taxiway C. I tried to stop MD80; but they had already crossed the hold line. Aircraft X takeoff clearance was canceled. The situation could have been avoided if aircraft X had the performance data for all runway at any airport where they are a user -- particularly in this situation; where they were not able to depart; the longest runway available at bos airport; which was also the most aligned with the wind at that time.

Title: BOS GND CTLR EXPERIENCED OPERROR WHEN FAILING TO REMEMBER THEY HAD AUTHORIZED USE OF RWY AND THEN ISSUED CROSSING CLRNC TO TAXIING ACFT.
Narrative: LNDG RWY 27 AND RWY 32. DEPARTING RWY 33L. ACFT X'S AIRLINES SEEMS TO ONLY HAVE PERFORMANCE NUMBER TO RWY 4R OR RWY 22L; AND THEY ALWAYS ASK FOR IT. THEY NEED RWY 4R WHICH IS AN OFF RWY AND CONFIGN REQUEST. I TAXIED THEM OUT TO THAT AREA; GAVE UP THE RWY. I FORGOT ABOUT THEM AND CONTINUED TO CROSS RWY 4R MIDFIELD. ACFT X WAS CLRED FOR TKOF ON RWY 4R AND AN MD80 WAS STILL TAXIING OUT ON TXWY C. I TRIED TO STOP MD80; BUT THEY HAD ALREADY CROSSED THE HOLD LINE. ACFT X TKOF CLRNC WAS CANCELED. THE SIT COULD HAVE BEEN AVOIDED IF ACFT X HAD THE PERFORMANCE DATA FOR ALL RWY AT ANY ARPT WHERE THEY ARE A USER -- PARTICULARLY IN THIS SIT; WHERE THEY WERE NOT ABLE TO DEPART; THE LONGEST RWY AVAILABLE AT BOS ARPT; WHICH WAS ALSO THE MOST ALIGNED WITH THE WIND AT THAT TIME.
