Narrative:

I was working ground and local combined alone. This is normal at ZZZ. One other person was working, but I had just relieved him 11 mins earlier for his lunch break. He was not in the cabin attendant at the time. PA28, was inbound on the ILS approach runway 31. On initial contact, PA28 requested a touch and go. I said to expect that and to report the final approach fix. I then received a phone call from my mortgage company. During some questions and answers, PA28 reported the final approach fix and cleared them for touch and go. I did not write on the strip the time of the report as required by our SOP. In a couple mins, the airport pickup requested clearance to cross both runways to the PAPI. I looked at the strip, saw there was not time in the box for the FAF, scanned the runway and the final approach course, did not see the cherokee and completely forgot their call and my clearance. I instructed the pickup to cross both runways. As he crossed runway 31, I saw the cherokee on the rollout for their touch and go. The vehicle cleared as the cherokee lifted off. The incident wouldn't have happened if I hadn't been distraction by the phone call or had written the time in the box for the report for the FAF. I reported the error to my manager.
