Narrative:

At ZZZ during taxi out captain noticed an abnormal noise affiliated with pack operation. We returned to the gate and maintenance deferred the left pack. We then departed for ZZZ1. Upon arrival in ZZZ1 while on a visual to runway 35 at approximately 3000 ft MSL; the aircraft cabin spiked to a 1000 FPM climb. The cabin then followed the aircraft descent rate. The flight continued normally and landed without incident. Contract maintenance in ZZZ1 indicated upon inspection that the main outflow valve failed in the open position.
