Configuring for a normal visual approach; flaps 1 degree normal; selected flaps 2 degrees -- no flap response. Cycled back to 1 degree then 2 degrees -- still no response. Notified ATC; climbed to 9000 ft and headed to holding. Reviewed alternate flap extension procedure; discussed with dispatch; verified performance; declared emergency in case flaps remained at 1 degree. Requested vectors; ran procedure; and landed with flaps 15 degrees. Non event.
