Narrative:

After a lengthy delay waiting for the jet to be released from maintenance after they worked on the jet to repair an engine anomaly; we performed all duties to depart ZZZ. On takeoff; the captain raised gear handle and handle would not go above the 'off' position; gear would not retract. 3 gear pins were in captain's seatback. All circuit breakers were in. Complied with checklist and landed back at ZZZ. Fix whatever problem occurred with gear.
