Narrative:

A student pilot and I (cfii) were practicing short and soft field takeoffs and lndgs at north palm beach county airport (F45) on runway 8R in a cessna skyhawk C172S; and monitoring/communicating on F45's CTAF. Student pilot is holding short of runway 8R and makes a radio call that he is departing runway 8R. At the same time; a piper navajo PA31-350 was in the run-up area for runway 8R preparing for departure and monitoring F45's CTAF. The student taxies to the extreme end of runway 8R; stops the aircraft on the centerline of runway 8R in preparation to perform a short field takeoff. At the same time the piaggio P-180 is taxiing from the ramp to runway 8R for departure; on taxiway F; heading south near the intersection of txwys K and F. My student holds the brakes; applies full throttle and begins his roll down runway 8R. As the skyhawk begins its roll; piaggio taxies past the intersection of txwys K and F still on taxiway F heading for the intersection of taxiway F and runways 8R/26L. Both my student and I notice the piaggio's location and direction of travel. Over the radio; I announce that we are rolling down runway 8R. The piaggio continues taxiing on taxiway F. Over the radio; I order piaggio 'stop your aircraft; there is a cessna skyhawk departing on runway 8R!' the piaggio continues taxi and taxies onto runway 8R/26L without making any radio call. Piaggio then turns right/west facing departing skyhawk. I then take command of the skyhawk; announce aborting takeoff over the radio; and stop the skyhawk on the runway approximately 1000 ft from piaggio. The navajo then queries the piaggio if he is on frequency; but there is no response from the piaggio. The piaggio then exited the runway at the intersection of runways 8R/26L and 13/31. At the same time; I taxi the skyhawk down the runway 8R and exit the runway on taxiway east which is approximately 100 ft before the intersection of runways 8R/26L and 13/31. Piaggio taxies past skyhawk on taxiway K en route to the run-up area for runway 8R. I take down the piaggio's tail number and note the time. I then call the piaggio and inform pilot that we will be reporting the incident; to which the piaggio's only response is 'roger.' skyhawk taxies back to ramp and parks aircraft. The piaggio departs F45 using runway 8R. I secure skyhawk; note flat spots on skyhawk's mains; immediately report the runway incursion to the chief pilot; and begin writing a report.

OVER THE RADIO; I ORDER PIAGGIO 'STOP YOUR ACFT; THERE IS A CESSNA SKYHAWK DEPARTING ON RWY 8R!' THE PIAGGIO CONTINUES TAXI AND TAXIES ONTO RWY 8R/26L WITHOUT MAKING ANY RADIO CALL. PIAGGIO THEN TURNS R/W FACING DEPARTING SKYHAWK. I THEN TAKE COMMAND OF THE SKYHAWK; ANNOUNCE ABORTING TKOF OVER THE RADIO; AND STOP THE SKYHAWK ON THE RWY APPROX 1000 FT FROM PIAGGIO. I THEN CALL THE PIAGGIO AND INFORM PLT THAT WE WILL BE RPTING THE INCIDENT; TO WHICH THE PIAGGIO'S ONLY RESPONSE IS 'ROGER.' SKYHAWK TAXIES BACK TO RAMP AND PARKS ACFT. THE PIAGGIO DEPARTS F45 USING RWY 8R. I SECURE SKYHAWK; NOTE FLAT SPOTS ON SKYHAWK'S MAINS; IMMEDIATELY RPT THE RWY INCURSION TO THE CHIEF PLT; AND BEGIN WRITING A RPT.
