Narrative:

Flight crew called for fuel. Started before start checklist but did not complete that checklist due to insufficient fuel to complete mission. Both maintenance and gate personnel were in and around the flight deck. I believe we never returned to the before start checklist afterwards. Flight taxied for runway: took the runway and attempted takeoff. During takeoff run the captain realized the fuel state and aborted the takeoff. Distrs and complacency are the culprits here. Never again will fuel numbers be added into the ACARS until fuel in sufficient quantity is verified on board the aircraft.

Title: A CRJ200 FLT CREW ABORTED THE TKOF AND RETURNED TO THE GATE BECAUSE OF INSUFFICIENT FUEL. THE FLT CREW WAS DISTRACTED BY MAINT AND GATE PERSONNEL DURING PREFLT.

NEVER AGAIN WILL FUEL NUMBERS BE ADDED INTO THE ACARS UNTIL FUEL IN SUFFICIENT QUANTITY IS VERIFIED ON BOARD THE ACFT.
