Narrative:

Airport operations was inspecting runway 14 which was closed by his order. The vehicle headed northwest on runway 14 and crossed runway 23 which was the active runway without requesting permission from ATC. After crossing runway 23; airport operations exited runway 14 on taxiway C and reported clear of runway 14 on the taxiway. I believe airport operations was not paying attention to his position on the airport. A higher level of situational awareness is required while operating a vehicle on the movement area of the airport.

Title: LCL CTLR DESCRIBED ARPT VEHICLE RWY INCURSION DURING RWY CHECK.

Narrative: ARPT OPS WAS INSPECTING RWY 14 WHICH WAS CLOSED BY HIS ORDER. THE VEHICLE HEADED NW ON RWY 14 AND CROSSED RWY 23 WHICH WAS THE ACTIVE RWY WITHOUT REQUESTING PERMISSION FROM ATC. AFTER XING RWY 23; ARPT OPS EXITED RWY 14 ON TXWY C AND RPTED CLR OF RWY 14 ON THE TXWY. I BELIEVE ARPT OPS WAS NOT PAYING ATTN TO HIS POS ON THE ARPT. A HIGHER LEVEL OF SITUATIONAL AWARENESS IS REQUIRED WHILE OPERATING A VEHICLE ON THE MOVEMENT AREA OF THE ARPT.
