Narrative:
I was working controller in charge. I observed air carrier X; an airbus 320; on the ILS approach to runway 1C. I observed air carrier Y; a saab 340; on the base leg to runway 1R. 2 local control position were active in the tower. Air carrier Y passed the final for runway 1R and came near air carrier X. Local control east was unable to advise air carrier Y of the situation because; although he was in local east airspace; potomac consolidated TRACON (pct) did not switch air carrier Y to the tower. As air carrier Y continued to encroach upon air carrier X; local control west advised air carrier X to use evasive maneuvers to avoid air carrier Y. Air carrier X then advised the tower that air carrier X was in sight. I informed the pct supervisor of the situation.

Title: IAD SUPVR CTLR DESCRIBED CONFLICT WHEN ACFT INBOUND TO RWY 1R MISSED TURN ON; CONFLICTING WITH ACR ON ILS RWY 1C.
Narrative: I WAS WORKING CIC. I OBSERVED ACR X; AN AIRBUS 320; ON THE ILS APCH TO RWY 1C. I OBSERVED ACR Y; A SAAB 340; ON THE BASE LEG TO RWY 1R. 2 LCL CTL POS WERE ACTIVE IN THE TWR. ACR Y PASSED THE FINAL FOR RWY 1R AND CAME NEAR ACR X. LCL CTL E WAS UNABLE TO ADVISE ACR Y OF THE SITUATION BECAUSE; ALTHOUGH HE WAS IN LCL E AIRSPACE; POTOMAC CONSOLIDATED TRACON (PCT) DID NOT SWITCH ACR Y TO THE TWR. AS ACR Y CONTINUED TO ENCROACH UPON ACR X; LCL CTL W ADVISED ACR X TO USE EVASIVE MANEUVERS TO AVOID ACR Y. ACR X THEN ADVISED THE TWR THAT ACR X WAS IN SIGHT. I INFORMED THE PCT SUPVR OF THE SITUATION.
