Narrative:

We departed ZZZ normally; at 400 ft the flaps were selected up. They partially retracted until reaching the 3 degree point. At that time we got a flaps failed cas message. We climbed up to 10000 ft; and notified company. We decided to deviate to ZZZ1 instead of continuing to ZZZ2 due to proximity and availability of services. We performed a zero flap landing at ZZZ1 per the QRH.

Title: A BD-100 (CHALLENGER 300) RECEIVED A 'FLAPS FAIL' CAS MSG WHILE RETRACTING FLAPS AFTER TKOF. THE FLT DIVERTED TO A NEARBY ARPT. AN EMER WAS DECLARED.

Narrative: WE DEPARTED ZZZ NORMALLY; AT 400 FT THE FLAPS WERE SELECTED UP. THEY PARTIALLY RETRACTED UNTIL REACHING THE 3 DEG POINT. AT THAT TIME WE GOT A FLAPS FAILED CAS MESSAGE. WE CLBED UP TO 10000 FT; AND NOTIFIED COMPANY. WE DECIDED TO DEVIATE TO ZZZ1 INSTEAD OF CONTINUING TO ZZZ2 DUE TO PROX AND AVAILABILITY OF SVCS. WE PERFORMED A ZERO FLAP LNDG AT ZZZ1 PER THE QRH.
