Narrative:

Aircraft X arrived at gate with an open log item regarding the automatic PA announcement system being inoperative. This is a B767 with the new entertainment system installed by outside vendors. The crew noted blue and red circuit breaker collars on circuit breaker's C504; C537 for the radiotelephone AC/dc power. Reopened the circuit breaker panel and found circuit breaker C504 still had the power wire attached. No paperwork could be found by line maintenance 1 regarding this mod. Since line maintenance 1 would not issue a directive to cap and stow the power wire; line maintenance 2 control amended the log item to cap and stow the power wire; install the correct black circuit breaker collars and deactivated stickers. To sign off this log item I complied exactly to the requirements as set forth in the log update. During all this time no one from the line maintenance 1 engineering side of things would step up and issue a directive to accomplish this task to complete an unfinished modification by an outside vendor. Only hours later did mr X of line maintenance control 2 modify the log item so that the work could be completed. This event put myself and the line maintenance 2 controller in a very uncomfortable position; which is why I am filling out this report. In the future I will probably not go through this type of abject abandonment by my company. Everyone in line maintenance 1 wanted this work done but refused to have their name or license number associated with it in any way. I absolutely refused to accomplish any work without lawful direction to do so. As a result; the aircraft was delayed until the controller in line maintenance 2 amended the log item. By the time the work was completed; the trip was cancelled and the airplane went to the hangar to be routed the following day. I am deeply concerned about this event on several levels: an improperly modified aircraft was in service; my name and federal license are now attached to a mod that my company doesn't even do; but I am suddenly responsible for when it shows up done incorrectly.

TO SIGN OFF THIS LOG ITEM I COMPLIED EXACTLY TO THE REQUIREMENTS AS SET FORTH IN THE LOG UPDATE. DURING ALL THIS TIME NO ONE FROM THE LINE MAINT 1 ENGINEERING SIDE OF THINGS WOULD STEP UP AND ISSUE A DIRECTIVE TO ACCOMPLISH THIS TASK TO COMPLETE AN UNFINISHED MODIFICATION BY AN OUTSIDE VENDOR. ONLY HOURS LATER DID MR X OF LINE MAINT CTL 2 MODIFY THE LOG ITEM SO THAT THE WORK COULD BE COMPLETED. THIS EVENT PUT MYSELF AND THE LINE MAINT 2 CONTROLLER IN A VERY UNCOMFORTABLE POSITION; WHICH IS WHY I AM FILLING OUT THIS REPORT. IN THE FUTURE I WILL PROBABLY NOT GO THROUGH THIS TYPE OF ABJECT ABANDONMENT BY MY COMPANY. EVERYONE IN LINE MAINT 1 WANTED THIS WORK DONE BUT REFUSED TO HAVE THEIR NAME OR LICENSE NUMBER ASSOCIATED WITH IT IN ANY WAY. I ABSOLUTELY REFUSED TO ACCOMPLISH ANY WORK WITHOUT LAWFUL DIRECTION TO DO SO. AS A RESULT; THE AIRCRAFT WAS DELAYED UNTIL THE CONTROLLER IN LINE MAINT 2 AMENDED THE LOG ITEM. BY THE TIME THE WORK WAS COMPLETED; THE TRIP WAS CANCELLED AND THE AIRPLANE WENT TO THE HANGAR TO BE ROUTED THE FOLLOWING DAY. I AM DEEPLY CONCERNED ABOUT THIS EVENT ON SEVERAL LEVELS: AN IMPROPERLY MODIFIED AIRCRAFT WAS IN SERVICE; MY NAME AND FEDERAL LICENSE ARE NOW ATTACHED TO A MOD THAT MY COMPANY DOESN'T EVEN DO; BUT I AM SUDDENLY RESPONSIBLE FOR WHEN IT SHOWS UP DONE INCORRECTLY.
